L2VPN fails to transition back to up after inter-domain link recovery #458

An L2VPN is initially provisioned from Ampath01 to Tenet01.
The inter-domain link is then taken down by disabling both ports Tenet01-eth41 and Tenet02-eth41, explicitly ensuring that no alternative path exists.

The L2VPN correctly transitions to down and traffic is interrupted.

After restoring both ports and confirming the topology reports them as up, the L2VPN remains in down state and is not automatically reprovisioned.

Expected:
L2VPN transitions back to up after the inter-domain link is restored.

Actual:
L2VPN stays down even though the link is fully operational again.

The status of the L2VPN doesn't change to down after setting the link to down and ensure that provisioning is not possible (see test_016_update_port_in_inter_domain_link_down_no_reprov)
