[Feature Request]: Create a data set straight from a rows dialog

What would you like to happen?

It should be possible to create a data set straight from a rows dialog, either a preview dialog or using the last/first/sample rows popup dialog.
As long as a PreviewRowsDialog has row metadata and a list of rows, we can create a data set with it and optionally put the rows in them.
