The steps to reproduce the bug

1. Have a service which is ha enabled
2. Deploy a vm using the above service offering
3. Make sure th vm deployment fails and vm is in a error state
4. Cloudstack vm Ha process tries to restart the vm
   ...

What to do about it?

Cloudstack vm ha mechanism should not try to restart the vm which is in error state
