Minimal Ubuntu 24.04 as base image - Compatibility?

Hi there,

I tried to build a newer image version and used an minimal ubuntu 24.04 image as base image.
Figured out that there is no /etc/default/motd-news file and the configure environment script fails because of that.

The normal / full-size image does have the file.
Is this a general compatibility problem? do you suggest to not use minimal images?
I've found other discussions with similar topic, but i wanted to ask because i think it would nice to have the scripts working on minimal images as well.
