purl-validator: Package, automate build and document PurlValidator

We need to package the PurlValidator implementations, automate build, and publish documentation and encourage community adoption and use.

• Package the PurlValidator implementations
• Automate build in CI
• Create and publish documentation.
• Design documentation purl-validator: Design PURL Validator - Research and build PoC for efficient data structures for compact PURLs #19

• Packaging and build automation for https://github.com/aboutcode-org/purl-validator.rs completed in Add workflow to collect latest PURLs from FederatedCode package metadata purl-validator.rs#9, Generate FST using all available ecosystems purl-validator.rs#12, and Add build script to collect PURL FST map  purl-validator.rs#14.
• Packaging and build automation for https://github.com/aboutcode-org/purlvalidator-go completed in Automate FST regeneration and release creatio purlvalidator-go#3 and Remove old purls.txt file purlvalidator-go#5.

With these, we now make daily releases of purl-validator.rs and purlvalidator-go with latest PURLs mined in FederatedCode.
