Allow Residence owner to customize TooClose

I hope to add a command "/res tooclose [distance]" to allow players to decide the required distance between the current territory and others.

Potentially yes, tho current system checks surrounding residences based on your selection and not on the residences it would intersect, so some rework would be needed to allow smaller distances. Will keep this in mind
