Package license does not appear in the 32bit version of TcXAEShell in TwinCAT 4026

With the 4026 version of Twincat, the 32-bit version of the TcXAEShell is looking for OEM license files (.tmc) in the folder
C:\Program Files (x86)\Beckhoff\TwinCAT\3.1\Config\CustomConfig\Licenses with a remote manager version from 4024 loaded.

Twinpack installs the license file of a package in the 4026 context only into the folder
C:\ProgramData\Beckhoff\TwinCAT\3.1\CustomConfig\Licenses.

The license must also be installed under
C:\Program Files (x86)\Beckhoff\TwinCAT\3.1\Config\CustomConfig\Licenses,
otherwise it will not appear in the 32-bit version of the TcXAEShell, when a remote manager version <=4024 is loaded.
