This is not an issue, so I removed the comment to discussions, where it belongs.
hcxdumptool is working as expected:

The problem is related to KALI (old/outdated version running an old/outdated driver) or to the interface (full monitor mode and full packet injection is not supported).

Unfortunately, you have written too little information to really help you and this "ive tried fresh install 3 times, tried a whole bunch of other things for the passed few hours" is not very helpful.

• you're running the latest version of KALI (and it is well configured/customized)
• you're running the latest version of hcxdumptool
• that all services that take access to the device have been stopped
• device and driver support full monitor mode and full packet injection as mentioned in README.md
