When a handoff is accepted by another controller, the END SERVICE message is sent automatically.
This results in the server immediately terminating the connection with the pilot.
Because of this, there is no opportunity to send a CONTACT [unit] ON [frequency] uplink message to the pilot.
Instead of immediately sending the END SERVICE message, we should open the CPDLC editor, and pre-populate it with:
END SERVICE
CONTACT [callsign] ON [frequency]
