[REDapp Enhancement]: Limits on DMC, DC and BUI #103

What happened?
Currently there are limits on DMC - 500, DC - 1500, and BUI 300.
I don't think this is appropriate. Mostly because DMC 500 and DC 1500 has a BUI well above 300. Further in our changing climate seeing high BUIs is not uncommon at all.
I would suggest making these caps more absurd. DMC 1000, DC 2500, and BUI whatever it gets from those two being input as variables.
