Gradle payload isn't configured for Eclipse

Need to have option to configure Gradle payload for Eclipse as currently the developer has to add the eclipse plugin and facet declarations manually.

Do they need them if they use Buildship (the Eclipse Gradle tools)

I'm not sure, there is some investigation we need to do to work out what the best user experience is, it might be to encourage using Buildship.
