SteamOS 3.9 frame limit not working

Please describe your issue in as much detail as possible: cannot change fps limit, it does not set an upper limit. Should max out at 120 but I have seen it go higher. I can also not set it to below 120 outside of games that let me. Setting to anything from 30 to 119 does not actually limit the fps it will just run at 120 for vsync games

Steps for reproducing this issue:

1. Go onto a new game and try to limit fps
2. Try another game and test
3. Rinse and repeat

on which device and which games? any particular graphics settings?

I checked on a couple devices here with the latest 3.9 Main image but the frame limiter seemed to be working as expected for me in Hades II, Hi-Fi Rush, and Outer Wilds.

Hi, so I am using it on a custom pc 7800x3d and 9070xt.

I feel like it was working before a most recent stable branch update prior to I believe it was the December update, I’ve since updated it to January one that just came out but not working on any game I throw at it.

I have tried hollow knight, Diablo 4, megabonk, a few assassin creed games.

It works on my Xbox ally rog x, same version. And not sure if my version is bugged or if it’s the hardware difference?

So I have reinstalled steamos 3.9 newest build, frame limiter appears to be working again although cannot set a custom amount like 95hz only 120/60/40/24 which is fine it makes sense with how my tv is.

If I set my tv to 100hz then the options change to 100/50/25/20

Updated to SteamOS 3.9 20260217.1000 with GE-Proton10-32 and the bug is still present

Had a per-game profile for Little Witch Nobeta, it's set to 60fps, 7W, Allow Tearing and Half Rate Shading on
By default I left my Steam Deck OLED at 90fps and 15W

When I launch LWN it's stuck on 45fps, if I attempt to change the fps to 80fps it becomes unlocked to 90fps instead of locking to 80fps, I'm unable to change the fps in the per-game profile, if I turn off the per-game profile and change from 90fps to 60fps, LWN gets locked to 45fps instead of 60fps

Every game I tested has this problem, I cannot set the fps for any game, it's either 90fps unlocked or 45fps, I can't set 60fps or 40fps anymore

Do you happen to have the mangohud overlay showing? There's an issue with the current version on SteamOS 3.9 that can affect the frame limiter on some devices.

Yes, forgot to mention in my post that mangohud is enabled so I can monitor the fps which is how I got the numbers

I just got the Deck OLED. and confirmed that SteamOS 3.9 doesn't limit the frame correctly. I could only set the frame and refresh rate that can be divided evenly by 90Hz. (30, 45, 90fps)
