Failed creating Direct3DDevice8 Object

Describe the bug
First when I open the MGS2SSetup.exe this warning appears


I've already started the fix using Admin rights and installed in another directory.
When I open the settings there's two identical VGA.

I already tried select the second VGA but the bug still continue, that is the "Failed creating Direct3DDevice8 Object"

I had the same issue. "Failed creating Direct3DDevice8 Object". It was resolved when I turned on window mode...
