Migrate development workflow to Pixi

Proposed new feature or change:

We've been really enjoying using Pixi for our development workflows both in Xarray and Parcels. Would this be something that you'd also be interested in instead of the conda workflwos?

LinkedIn post I made about this work in Xarray (provides a contrast with the conda workflow)

(this also helps us downstream as we can easily depend on unreleased versions of Uxarray :) )

Hi @VeckoTheGecko , thanks a lot for the suggestion and offering contribution! I've been hearing very positive things about Pixi for a while but didn't have a chance to further look into it. Let me do that and read the issues you linked and get back to you, and we can see what we'd do from there.
