I was able to validate this bug. It is easier to see with a bigger table. It actually focus correctly but the scroll is misbehaving.

When you tab it focus at the first row of the table, when you tab again it focus on the "More" button. Now, if you shift tab it will focus on the first row as expected - you can validate that with mouse scrolling or with your keyboard arrows Up/Down, but you would expect it to scroll all the way up until the first focused row is visible, but actually what it happens is to jump to a portion of the table and it scrolls all the way down to meet last row with the bottom of the viewport, making the focused first row hidden.

I believe this is a bug in the @ui5/webcomponents, this can't be fixed in this repo
