How to change Locale/Regional Settings?

Hi, I need to change the Locale/Regional Settings windows uses. That dreadful US date format completely messes up my Microsoft Office files.
I changed Locale/Regional Settings everywhere: in my account, admin account, system account, new accounts.

And yet, the locale is still wrong in Office Apps. Whats the account that winboat uses for the RemoteApp protocol? That may be messing up the locale information.
