Video settings button not responding when tapped

Description

When watching a video, the settings button (gear icon) in the bottom-right corner does not respond when tapped.

Expected Behavior

Tapping the settings (gear) icon should open the video settings menu (e.g., quality, playback options).

Actual Behavior

Nothing happens when the settings icon is tapped. The button appears, but it is unresponsive.

Steps to Reproduce

1. Open any video in Telegram.
2. Tap the settings (gear) icon in the bottom-right corner of the video player.
3. Observe that no menu appears and the button does not respond.

Fixed in 12.4.1.
