Description
User Story
As an admin,
I want to review and approve/reject store applications,
So that only legitimate businesses are listed on Liemo.
Acceptance Criteria
- Admin sees list of pending store applications
- Admin can view submitted documents
- Approve action activates store and notifies owner
- Reject action sends email with reason to owner
- Audit log records all approval decisions with timestamp and admin ID
