Wastewater filter doesnt work when inside a property owned by a title

Filter doesnt work in this scenario.

1)I create a country
2)I am leader of the country and owner of the foundation deed by its title
3)Place laboratory in foundation deed
4)Place filter and storage in same deed
5)Filter fills up and stops working
6)Change ownership of deed to myself directly
7)Filter works again
