Summary: Smart Upgrade fails to recognize or upgrade Pipeline (No Indicator) Mk.1

Steps to Reproduce:

1. Use Smart Upgrade in Radius or Network Traversal mode.
2. Target a Pipeline (No Indicator) Mk.1 with the Upgrade Panel.

Expected Behavior: The Upgrade Panel should identify the target pipeline tier and allow for batch upgrading to Mk.2 or other tiers.

Actual Behavior: Pipeline (No Indicator) Mk.1 is not recognized or upgraded correctly.
