Document JSON log output format

Scope

Update security/logging-and-monitoring.md to document the new json log format option alongside the existing keyvalue format:

• Configuration setting
• When to use JSON (Splunk, ELK, Datadog integration)
• Example output

Mark as "Introduced in SPE 9.0".
