Document ISE split orientation toggle

Scope

Update interfaces/scripting.md to document the new horizontal/vertical split toggle in the ISE status bar:

• Include screenshot
• Note localStorage persistence
• Draggable splitter
• Double-click reset

Mark as "Introduced in SPE 9.0".
