Add sensible default frame limiter settings

It would be much less work to instruct the few people who wanted to not see their "boxes screen freeze" then it is to constantly have to tell people to set up the frame limiter.

Having follow and other automation work without additional steps would be a better user experience. There is already enough to take in it once.

Whether to use foreground, per-character settings, all of that is kind of subjective, but I think that people agree with background limiting to a low value is crucial to prevent automation throttling.

I personally use a 1 FPS setting right now because I've noticed ImAnim animations get stacked up on the client (this may be an emerging issue because of how new imanim is), but I'm messing around with the setting and certainly wouldn't be mad at 0.1 and 0.01 either.. those tend to be the values/examples found among VV and E3N users.
