controls_ifelse shouldn't have a dynamic tooltip

Delete this line:
https://github.com/RaspberryPiFoundation/blockly/blob/v13/packages/blockly/blocks/logic.ts#L106
And correct the typo in the tooltip line above.

Here's the offending source PR: 36fa5f6

The bug @picklesrus was trying to fix was real. But the correct solution was to change BKYCONTROLS_IF_TOOLTIP_2 to BKY_CONTROLS_IF_TOOLTIP_2. Inserting the extension generates the wrong tooltip.
