move mode can't add a block to the top of a stack #9631

Description
create a stack of blocks with an empty "previous" connection at the top. use move mode to try to put a block with a statement input there. you can't.
you can put blocks with no statement inputs there, like the text_print block. but for a block with a statement input, you only get the "surround" position and no option for just putting it on top of the stack. see screenshot.
