Maybe incorporate or link to old IPC archives?

I know they aren't strictly speaking PyCons, but perhaps the old IPC archives could be sucked into this repo, or at least linked to. I'm referring to this:

Took me awhile to find it. I suspect it might be easier if they were offered a more prominent location.
