Allow exam seat allowances to vary by day or session

A center may want the portion of available seats allocated to an exam to vary instead of using the same allowance for every session.

Questions:

• Should the allowance vary by date or by individual session and exam?
• How would staff expect to view and manage these varying allowances?
• Which institutions need this flexibility?

Ideally, we'd like the allowance to vary by date. The purpose of this would be to help make sure that some exams have guaranteed seats during their window if it overlaps with a much larger course. For example:

• Course 1 has a Monday to Friday testing window whereas Course 2 has a Thursday - Friday window. I'd like to limit some of the seat allowance for Class 1 on Friday specifically so that I can ensure Course 2's students have enough seats on that Friday date since many students will book into later exam slots during their window.

Ideally, this would be viewable/manageable on the Center side Exam settings page where seat allowance is currently managed. My initial thoughts are that PT would show the testing window dates and ask what seat allowance percentage they'd want on each date.

Currently, I believe UC Berkeley is the main institution that would like this functionality. It's not an urgently high priority, but would be useful to have when allocating capacity to exams.
