Add startup diagnostics info

We can now capture startup diagnostic information. We should log the following:

• Key sizes
• Encryption key ID
• Decryption key IDs
• Detected encrypted properties

Is this required for the .NET Core launch? If so, we should get it on their radar and get it TF'd up unless we feel it can be done within maintainer budgets.
