Instant ghast elevator doesn't work

Expected behavior

I'm building an instant ghast elevator based on https://www.youtube.com/watch?v=kItyq6pFwyI (both the 1.12 and 1.21 conveyors here work on paper), the vertical prototype I have works in vanilla but gets stuck on papermc with default settings.

Ghast should move to the top of the elevator in a single tick

Observed/Actual behavior

Ghast gets stuck after moving 1 block

Steps/models to reproduce

Spawn a happy ghast with the command block and then remove the redstone block to start the elevator. Also compare with Myren's 1.12 horizontal ghast conveyor which does work on both vanilla and papermc (both are in the world download)

Possibly caused by moonrise can you try the mod individually on fabric/neoforge and then report it there if it happens?

I've tested it on plain papermc with no mods and it fails, tested on vanilla and it works

Yes but moonrise is included in Paper (it was born from some patches) and there's no alternative without atm.

Please re-test with just moonrise like Lulu asked if you still can

I don't know how to install moonrise and I think it's a bit much to get me to install other software to test a bug. I've included a full description and the world download so anyone can replicate it, as long as the world download still gives the same result on paper then there is no more information required from me.
