Shortcuts for Layer Effects

There is the option to set shortcuts for the image effects.
But there are no option to set a shortcut to open the layer effects dialog.
If there is I haven't found it in the preferences.

I would find most helpful would be the ability to set a shortcut to add a layer effect tot the current list of layer effects of the selected layer.

Example: Add outline to current layer. Add Blur do the current layer
