Play Button: ctrl + enter should open run dialog

This is a ticket for 8 hours of refactoring proposed on #3384

... and pressing again should trigger the run

Probably need a tooltip somewhere with the shortcut. What do we do in the inspector?

Pressing ⌘ + / (mac) or Cntrl + / in Asana opens this keyboard shortcut helper. Right now we've got quite a few and we should list them all here:

1. Save (⌘ + s)
2. Save & Sync (⌘ + Shift + s)
3. Save & Run (⌘ + Return)
4. Save & Alternate* Run (⌘ + Shift + Return)
