Rules dashboard permission clarifications and fixes
Acceptance Criteria
Clarify
- Currently members can only view rules. Should they be able to edit/delete/assign?
- Currently leadership/heads can only upload new parsed rulesets, and then assign to teams -> create project rules. Should they be able to edit/add/delete rules?
- Currently reset all status in general view is an admin only action, and reset all for projects is for leads/heads and admin

✅ As an engineering lead, I want to be able to upload competition rule PDFs to FinishLine so that I can view them in a more intuitive manner and have easy access to them.
✅As an E-Board member or engineering lead, I want to be able to assign rules to specific teams and projects so that I can easily identify which rules should be followed when I am working on the car.
As an engineering lead/member, I want to be able to update/view the status of a specific rule's compliance in a project and see the history of its compliance so that I can ensure that we are on track to successfully participate at competition.
✅As an engineering lead, I want to be able to view which rules are assigned to a specific team and which rules are generally assigned/unassigned to ensure that we are following all the necessary rules and identify any rules that might have been missed.

Rules dashboard permission clarifications and fixes
Acceptance Criteria
Guests shouldn't see rules tab at all
Members shouldn't see the "Reset Status" button in gen or project view
Members shouldnt' see "Add New File" button
Remove edit rule/create rule access for members
Remove assign to team access for members
Members shouldn't be able to see the edit/assign rules page
Members shouldnt see "Add Rule" or "Assign Rule" buttons in project view
Members and guests cannot delete rulesets, leadership and heads can delete rulesets they created
Members should be able to update rule status only in projects they are part of the team for. Members should not be able to update general view statuses
Remove dropdown update status functionality for members if they dont have permission to update status
