[Maintenance] - Autofill User Selecting Modal

Description

We want to update the user selecting modal to autofill.

Acceptance Criteria

On autocomplete modals, the user can easily select the user without needing to manually click them in the list.

Proposed Solution

• Update the NERAutocomplete component to allow tabbing to autocomplete
• Update any usages of the Autocomplete component to allow tabbing for autocomplete
