[RulesDashboard] - Toggle Status in General View

Description

We want to be able to show rule statuses (Incomplete/Review/Complete) in the General View for a ruleset

Currently statuses for rules are shown only in the project detail view. It would be useful to see overall completion for a ruleset type

Acceptance Criteria

• View rule statuses for an entire ruleset in general view
• Right aligned in the same format as project view
• Potentially include toggle or checkbox in general view (next to search) to toggle status view
• Ensure status for a unique rule is equivalent in general view and project view
