[RulesDashboard] - Fix Project Rules

Description

Currently, we cannot view any rules assigned to a project.

When rules are assigned to a team, those rules do correctly show up in the 'Add Rule' modal for projects in that team. However, adding them to the project does not display them in the front-end. This could be an issue with parent-child relations if a child is assigned but their parent is not?

The rest of the UI should already be set up for viewing and updating rule status, however we want to improve our seeded data so we can view a complete hierarchy for a project's rules to make testing and future implementations easier

Acceptance Criteria

• Rules can be assigned to a project if they are in that project's team. Assigned rules show up in the rules project detail page for that ruleset type.
• Status and history UI are working correctly for individual rules
• When a rule is added, the completion of all the associated rule sections and the individual rule should be marked as "Review"/"Incomplete".
• Fix UI to match the mock from the epic with spacing between rules and statuses right aligned
• Improve seeded data to view complete rule hierarchy for a single project for easier testing
