[Maintenance] - Reimbursement move up create/edit ordering purchased items

Description

For purchased items in the edit & create reimbursement request forms, move the newest items that appear to be at the top of the list of purchased items so users don't have to keep scrolling up and down as they add more items

currently every time we add a new project it is added to the end of the list. if we have 5 + projects it gets annoying to scroll down farther every time to input details

• as individual purchased items are added, they now appear at the top of all the purchased item entries
