resource_pack\models\item folder completely missing?

I need this folder to rotate the held tool textures for my texture pack
This seems to be a pretty critical folder, why is it just... not here?

@Purplejaed well… if you want rotate a specific item, you can modify the player.entity.json for add a custom animation that rotate the held item.
