Make Permissions use BigInteger

This is very important for future proofing the API. So that we do not run out of permission bits, we should require users interpret permissions with whatever Big Integer API their language uses.

I've gone ahead and edited the relevant GitHub issues so they specify permissions as an unsigned big integer rather than a 64-bit integer.
