Meteor not loading when pressing right shift

Describe the bug

It doesnt appear in the .minecraft directory but it does in the mods directory, also no matter where i put it, it just wont load and the file size is only 4.6MB when google says it should be around 12MB to load properly.

Steps to reproduce

No way.
