Implement `DefaultPrintPrecision` option for `NumberForm`

## Description

`NumberForm` currently does not have the `DefaultPrintPrecision` option

## How to Reproduce and Output Given

??NumberForm
```

Note that we also do not have DecimalForm which might be easy to add.
