ci: rate limited/blocked downloading virtual display

Describe the Bug

We are getting rate limited or blocked when downloading the virtual display driver.

Expected Behavior

Move to alternative virtual display driver.

I see no reason why we couldn't 🤔, the only issue is installing it during ci run.

Is there no way to cache the downloaded driver for like forever? Or maybe just download and store it in repo itself?

I thought about that, but not sure about distribution rights of the one we're using. They're a commercial company so may not appreciate it very much.
