Add new sea creature settings, update skyocean config, and modify sodium options

- Added settings for "Jumpin' Jack" in sea_creature_settings.json to control rendering and notifications.
- Updated skyocean config.jsonc with new options including markdownChat, useRegularSounds, and various other settings for gameplay enhancements.
- Refactored sodium-extra-options.json to streamline fog settings and added new parameters for atmospheric effects.
- Cleaned up options.txt by removing an incompatible resource pack and adjusting key bindings for better usability.
- Updated servers.dat to reflect changes in server configurations.
