Add logging for /procs endpoint

```/proc``` endpoint internally uses ```procApiHandler``` method and ```procDriver``` and ```procHandler``` modules. This modules and the corresponding methods lack logging as of now.

The aim of this issue is to add necessary logging for all the above mentioned modules. All errors need 
to be logged with proper log levels.
