maven workflow to create msi

update our maven build and workflow to generate our msi installer with jpackage

Definition of Done:
1. workflow will create an installable msi artifact with jpackage
2. new maven msi works like the original artifact
3. artifact does not need to be signed (but we'll need to figure out how to download the artifact wo windows deleting it)
