Create reusable container tier-1 site #1919
Description
There's a number of independent efforts to create spack-stack containers complete with modules and developer tools. This is because the current containers in //configs/containers are based on the spack container builder system which is heavily optimized for binary distribution rather than developer environments.
Success criteria here is to create a reusable site config with docker images to build with GCC and oneapi.
A significant amount of this work is completed in #1915 but this issue is being filed for work tracking and followups.
