Missing LICENSE file

Hi,

Thanks for open-sourcing GSQ! The paper has some really interesting results for low-bit scalar LLM quantization and I'm eager to try the method myself.

I noticed there's no LICENSE file in the repo. Any chance you could add one? I saw your GPTQ repo uses Apache 2.0, so something similar would be awesome and would make it much easier for others to use and integrate the code.
