Add F-16C CMDS Viewport to toolbox /patching

Request to add a Patch and Viewport for the CMDS window/readout for the F-16C.

When operating in the Alt+F1 ( hud only view) the data sent to the CMDS ( as a text display) is halted, forcing users to switch back to the regular cockpit view to see the chaff/flare counter update.

-Attached is the original and patched files and structure.
-Named "F_16C_CMDS"
-Aspect ratio of 107:9 seems just about right

• as of right now it seems CZ's interface/adaptation is the only one that is pulling this data for a text display. Neither of the two .json F-16 interfaces in Helios or the .lua interface, have implementations for the CMDS displays to use as "text displays".

• Created a text display via F-16 JSON and LUA interfaces and saw the same result as in CZ's text display version: Data stream does not update in Alt-F1 view.
