Is fan control broken, or I didn't understand something?

Device: Framework Desktop with Ryzen AI 395, Bazzite 44

Symptom

• The fan is spinning with low rpm constantly, and I have no option to turn it off.
• --fansetduty 100 will only keep fan spinning 100% for 2 seconds, then it returns immediately back to whatever it was
• --fansetduty 0 doesn't do anything, the fan is still running, temperature is below 40 degrees already
• --autofanctrl does nothing, probably because it was auto previously, but how to turn it OFF?
• --thermalget mentioned in the document, but this argument doesn't exist
• I installed this: https://github.com/ozturkkl/framework-control which should utilize the framework_tool, however the fan control is not working, same issue mentioned above.

How to make fan control working? how to setup fan curve?
