Modified Functionality for Different User Roles

This is the follow up on the issue 573 with long term roadmap planning, which may involve the deparment effots.

Describe the solution you'd like
stablish role-based user access aligned with job functions and the view(UI) (e.g., administrator, developer, reporter, reviewer), with permissions appropriately scoped to each role.

How does this feature satisfy Equalify project goals?
The Equalify project is designed to meet the diverse needs of multiple stakeholders across the organization.

Describe alternatives you've considered
We can make users roles simple and intuitive, not necessary have all the job functions be included in the role.

After monthly feature call:

• Many of the core concerns here are addressed in user-based audit filtering and the new simplified audit view.
• additionally we've added some tasks to our punchlist to clarify documentation around users and user roles

In light of the above, closing this issue for now, but we can re-open/address further if we have concrete needs for additional user roles down the line.
