Can Vulkan Video be supported?

Recently I saw that Sunshine has switched the default encoder from VAAPI to Vulkan (At least for AMD that it what I am using), and it's working great

Apparently this has some benefits compared to VAAPI, probably more benefits for a streaming program, but it would be great to be able to export using this newer encoder too, which apparently at some point will become the default

The main benefit of Vulkan Video is that it is vendor-generic and cross-platform, compared to VAAPI that only works on Linux with AMD and Intel GPUs. There are some other benefits if you are also using Vulkan for other processing, but for this plugin, no pre-processing is required before hardware encoding.

I did some testing with Vulkan encoding and it is unfortunately broken in FFmpeg 8.1.1, which is the latest version. In order to get it working, I need to apply this commit. For now, I will at least wait until this fix is in a stable release before adding Vulkan support to the plugin.
